EDITOR — The City of Harare senior management recently bought luxury vehicles using the US$144 million loan from China without seeking council approval. Under the loan agreement the City of Harare was required to buy only eight project vehicles to be used by project staff. Instead, they bought 25 luxury vehicles worth between US$50 000 and US$250 000 each which were allocated to senior council officials who had already benefited from another loan scheme covering employees in grades 1-4.

The Chinese loan must be repaid by you the rate payer with interest through your rates.
To stop this arrogant and unaccountable behaviour at the Harare’s Town House, residents are being persuaded to seriously consider stopping payments for all services by the City of Harare from end of June 2014 to August 2014. This will force the Harare City Council to be accountable and transparent in the use of our funds such as loans, rates and grants.

Your co-operation in this regard will help in creating a world-class city that we all want and can live happily in. It is your right. It is your responsibility to take corrective measures to protect your money from abusive management in public entities.
