MAPUTO. – Mozambican electoral authorities announced on Monday in Maputo the availability of US$2,3 million for the electoral campaign ahead of the general elections on October 15, when the southern African country would embrace a new and fourth president since its independence.
According to Paulo Cunica, spokesperson of the National Electoral Commission, the money will be disbursed in phases in accordance with the presidential, parliamentary and provincial elections process.
The money to cover propaganda and electoral campaign will be given to political parties and associations participating in the coming elections, the fifth for the country after it got rid of the Portuguese rule in 1975.
“The criteria for the distribution of the money among the political parties will be that of equal quantities. As for the Assembly of the Republic (the parliament) and the provincial assemblies, the money will be divided in accordance with the number of seats each party is contesting,” said Cunica.
Each party standing for the parliamentary and provincial elections will receive the money in three instalments, he said.
The first for 50 percent of the sum, and the next for 25 percent each. The second and third instalments will only be released, if the party concerned presents documents proving that the earlier instalments were used for legitimate election expenses.
The official warned that the electoral body and the Electoral Administration Technical Secretariat will supervise the use of the funds, and may delegate this task to a specialist auditing company.
Meanwhile, the Mozambican Technical Secretariat of Electoral Administration on Monday started training 278 potential civic education campaigners for the country’s general elections. – Xinhua.
