LEGAL practitioners in Matabeleland North have launched an awareness campaign to educate communities on the Constitution of Zimbabwe (Amendment No. 3) Bill, 2026, describing it as a significant recalibration of the country’s democratic framework.
The campaign, which has already been rolled out in Victoria Falls and Hwange districts, seeks to demystify the proposed amendments and address misconceptions surrounding the Bill’s provisions.
Speaking at an awareness meeting in Hwange on Tuesday, legal expert Dr Clement Mukwasi outlined the legal principles underpinning the reforms, emphasising that the 10th Parliament holds the constitutional mandate to amend the Constitution in line with Section 328.

“The reforms in the Constitution of Zimbabwe (Amendment No. 3) Bill, 2026 represent a profound recalibration of Zimbabwe’s democratic architecture. They transform the system of electing the President and the national election cycle without altering the fundamental structure of government,” said Dr Mukwasi.
“These changes are strategic, forward-looking, and patriotic. By aligning with best practices in the SADC region and the Commonwealth, the reforms promote institutional maturity and enduring stability.”
Dr Mukwasi further clarified the legal parameters governing referendums, noting that mandatory referendums apply only to amendments affecting the Declaration of Rights, Agricultural Land provisions and Section 328 itself, dismissing claims that term-limit provisions fall under these protected categories.
Echoing similar sentiments, legal practitioner Tonderai Mutasa described the Bill as a transformative step for Zimbabwe’s governance structures.
“The Constitution of Zimbabwe (Amendment No. 3) Bill, 2026 boldly unleashes transformational reforms that fortify constitutional governance, invigorate democratic institutions, sharpen institutional mandates, and seamlessly align Zimbabwe with proven practices from progressive nations,” he said.

“This landmark Bill modernises and streamlines our constitutional architecture while faithfully upholding the enduring values of the 2013 Constitution.”
He added that the amendments position Zimbabwe alongside leading constitutional standards on the continent, promoting institutional efficiency and long-term national stability.
