Military undergoes IPSAS training

A CRUCIAL training programme aimed at strengthening transparency and accountability in public finance management has commenced at the 3 Brigade Headquarters in Mutare.
The International Public Sector Accounting Standards (IPSAS) training programme is tailored for logistics and equipment management personnel within the Ministry of Defence, equipping them with essential skills for accurate asset and inventory reporting.
This week-long training is part of Zimbabwe’s seven-year IPSAS implementation roadmap, which began on January 2019 and will conclude in December 2025.
The programme seeks to transition Government entities from a cash-based accounting system to an accrual-based IPSAS framework, a move expected to enhance the credibility and clarity of public financial statements.
Participants are receiving in-depth instruction on IPSAS standards covering property, plant, and equipment, leases, inventories, and investment properties.
The training also introduces practical tools, such as asset registers, inventory templates, and lease reporting formats, to support effective implementation.
Secretary of the IPSAS Project Implementation Team from the Ministry of Finance, Economic Development and Investment Promotion, Dr Precious Mugumbati underscored the importance of the initiative:
“We are promoting accountability and transparency in the management of public resources. This training ensures that personnel are well-versed in IPSAS standards and can accurately identify, value, and report government assets.”
The programme was officially launched by Chief of Staff Service Personnel and Logistics at Zimbabwe Defence Forces Headquarters, Major General Josphat Kudumba.
Major General Kudumba said: “Accurate valuation and reporting of our inventories and assets, not only strengthens financial accountability, but also enhances decision-making, resource allocation, and service delivery within the defence forces. This training lays the foundation for stronger financial management in line with national and international standards.”
With over 210 participants drawn from across the Ministry of Defence, including the Air Force of Zimbabwe and Zimbabwe Defence Forces (ZDF) Headquarters, the training marks a significant step toward full IPSAS compliance by year-end.
