Ministry to launch restructuring manual

 

In a statement, State Enterprises and Parastatals Minister Gorden Moyo said the Restructuring Procedures Manual would be launched next week.

He said the manual was a working document meant for transparency, accountability and credibility based on international best practices in the restructuring process.

“The manual is expected to play a critical role given the sensitive nature of the State Enterprises and Parastatals (SEPs) restructuring which requires that stakeholders be provided with information on the process upon which they can informatively evaluate the agency’s programme implementation.

“However, the manual does not by any means be a substitute of any current legislation and regulations that have an implication on the restructuring process,” he said.

The launch will be attended by Members of the  Inter-Ministerial Committee on Commercialisation and Privatisation of Parastatals (IMCCPP), Members of Parliamentary Committee on State Enterprises and Parastatals, the first batch of the selected 10 State enterprises and parastatals to be restructured.

The ministry, through the SERA, has undertaken various initiatives aimed at expediting the implementation of SEPs restructuring programme. Among the major achievements towards this goal the Government has already approved a Restructuring Framework for the SEPs incorporating privatisation, commercialisation and other restructuring strategies.

“It is critical that the entire restructuring programme be undertaken in a transparent and responsible manner and those due procedures govern the programme.

In this regard, my ministry through SERA has produced a Restructuring Procedures Manual with the main objective of providing various stakeholders with the requisite information on the process and basis on which the implementation of the programme can be assessed as well as to give investors the needed confidence to transact business with Government,” Minister Moyo said.
