MOTORIST EXPOSES COUNCIL VEHICLE CLAMPING SYNDICATE . . . refunded US$80 after threatening to spill the beans

A MOTORIST believes he has exposed a syndicate, which could be milking the City of Harare thousands of dollars, after his car was clamped in the city on Wednesday.

Thomas Sibanda was arrested by a City of Harare traffic officer for pirating and was led to City of Harare holding bay along Coventry Road in Belvedere.

He was asked to pay US$210, inclusive of all the offences.

He paid only to find out that the receipt was cancelled and an affidavit form, which was signed by a person he doesn’t know, had been attached to the receipt.

He handed the documents to the officer manning by the gate and his vehicle was released.

However, once outside the premises, he parked his car and returned to the offices with the documents questioning the cancellation of the receipts and the source of the affidavit.

He clashed with the officers and was handed a refund of US$80 after threatening to take the matter to their seniors.

“If what I saw at the City of Harare holding bay is what they are doing daily that means very soon the syndicate will own expensive cars and houses in leafy suburbs,” said Thomas.

“I had no money, so I left my vehicle and went to Light Industries to get US$210 which they said was the total amount for my vehicle to be released.

“I confronted them over the documents and questioned who had signed an affidavit accompanying the cancelled receipt.

“I suspected that there is a syndicate are arresting motorists, fining them and sharing the money.”

He added: “My vehicle was released at around 10am but they made a forged receipt showing the registration of my vehicle but with a different name.

“I kept questioning them until they refunded US$80 and ordered me to leave their premises.”
