THE Minister of State for Provincial Affairs in Bulawayo Cde Eunice Moyo has called on heads of government ministries in the province to come up with action plans explaining how their developmental programmes will enhance implementation of Zim Asset.Cde Moyo told Chronicle that 2014 would be a year of radical change for development and urged government ministries to play their role in fulfilling the ideals of the new economic blueprint.
Zim Asset, which will run until 2018, is the new economic blueprint adopted to give the government and other stakeholders direction in an attempt to beat stagnation and boost economic performance which in turn will improve the people’s livelihood.
The blueprint targets to achieve economic growth averaging six percent up to 2018.
“For Bulawayo, 2014 is a year of change in terms of development. My office is here to coordinate activities of all ministries towards progressive development. The emphasis is on Zim Asset,” said Cde Moyo.
“We need quick wheels to bring change and that requires an efficient civil service. We are saying all ministerial programmes must go to the people and benefit the people.
“We had a meeting with Vice President Mujuru last week and she tasked us to ensure that all ministries support government programmes in their provinces.”
Cde Moyo said her ministry was working closely with all ministers in ensuring that Bulawayo equally benefits from government programmes.
“We need pro-active programmes from government departments and a civil service that will rise to the occasion. Each provincial structure should be part of Zim Asset and work to achieve development for the people. We expect ministries to give us their programmes for the year soon,” she said.
Cde Moyo pledged support to different stakeholders who seek to transform Bulawayo towards meaningful socio-economic development.
She made an undertaking to ensure that all bureaucratic bottlenecks were eliminated for easy processing of documentation and fast tracking of government programmes.
During the meeting with VP Mujuru, Cde Moyo said, ministers of state for provincial affairs presented their challenges and insights, which Cde Mujuru pledged to take to President Mugabe for consideration.
“As long as we work together we will achieve the desired results. With this approach everyone should be part of the government programme,” she said.
Cde Moyo said civil servants should be people of high integrity and should be professional in the discharge of duty. She said they should also shun corruption.
Commenting on reports that some executives of some public entities were paying themselves hefty salaries while the organisations they were leading were sinking in debts with their subordinates going for months without pay, Cde Moyo said such conduct was unacceptable.
She said the Zanu-PF government will not tolerate graft and commended exposure of the culprits saying those who engage in illicit activities should be investigated and brought to book.
“We condemn any form of corruption. Zim Asset is there to deal with such things. Government is taking strong measures to weed out selfishness,” she said.
