A public-private partnership (PPP) deal between Government, through the Ministry of Transport and Infrastructural Development, and Henna Concessions for the upgrade of the Harare-Nyamapanda road, as well as modernisation of the Nyamapanda Border Post is being finalised.

The cost of the project could go up to US$308,3 million.

In its third-quarter report, the Zimbabwe Investment and Development Agency (ZIDA) said Henna Concessions had made an unsolicited bid.

“Ministry of Transport and Infrastructural Development received an unsolicited bid for a US$308,3 million from Henna Concessions for the upgrade of the Harare-Nyamapanda road and modernisation of the Nyamapanda Border Post,” said ZIDA.

The agency is responsible for appraising and recommending PPPs between contracting authorities and counterparties to Cabinet.

Contracting authorities submit solicited or unsolicited PPP proposals to the agency for appraisal.

Last week, Transport and Infrastructural Development Minister Felix Mhona said negotiations were at an advanced stage and that the concession agreement would be signed soon.

“We are in the final stages now regarding the concession agreement, where we are going to be having tollgates, and the investor is going to be collecting his funding through tolling,” he said.
