THE Harare City Council (HCC) says it is issuing over 100 000 summons to residents who are defaulting on rate payments, with those in huge arrears urged to negotiate payment plans.

In a statement on Wednesday, HCC said debt collectors will be unleashed on those who ignore the call.

“Council expects recipients of the summons to either pay up in full or negotiate payment plans,” reads the statement.

Council is owed close to $8 billion by both domestic and commercial customers and has revamped its online payment system to maximise revenue collection.
