New think tank ‘Harare Opinion’ to anchor NDS2 success

A new academic political think tank, Harare Opinion (HO), has been established to provide intellectual support for the National Development Strategy 2 (NDS2) 2026-2030, aiming to depolarise the political environment and mobilise human capital for national goals.

Led by renowned scholar D Limukani Mathe, the think tank emerges at a critical juncture as the Second Republic intensifies its drive toward Vision 2030.

The organisation seeks to fill an academic vacuum left by previous institutions that strayed into partisan politics, rendering themselves irrelevant to the national development agenda.

Dr Mathe, the Editor-In-Chief of the portal (www.harareopinion.co.zw), is a well-established academic with over 50 publications, including six books with international publishers Palgrave Macmillan and Routledge.

He is supported by co-founders Mr Roncemore Mhlanga (LLB) and Mr Paul Chairuka (MSc Finance).

Speaking on the launch, Dr Mathe stated that the Government’s development agenda deserves an academic approach that engages the citizenry constructively.

“Harare Opinion seeks to challenge political perspectives from an academic point of view. We endeavor to become a popular political think tank, podcasting timely policy debates that seek to depolarise and engage miscellaneous audiences within Zimbabwe’s political demography,” said Dr Mathe.

In a significant move to harness the “brain gain,” Harare Opinion has entered into a collaboration with the Zimbabwe Presidential Scholarship Alumni Association (ZPSAA) for Economic Development.

The ZPSAA, chaired by Mr Mhlanga with Dr Mathe as Vice-Chairperson, boasts a membership of over 10 000 professionals, including doctors and professors, both locally and in the diaspora.

This pool of intellectual capital is expected to provide high-level contributions to national policy discussions.

To support the 2026-2030 developmental cycle, the think tank has established a multifaceted mandate centered on policy innovation and national cohesion.

By introducing unconventional and persuasive dialogue into policy discussions, the organisation aims to bridge ideological gaps and popularise government developmental programs across diverse demographics.

Central to this mission is the unification of both the home-based population and the diaspora under the banner of the National Development Strategy 2 (NDS2), ultimately fostering a revived and collective sense of patriotic citizenship.

While the platform has already published 34 editorial pieces—primarily focusing on the Constitutional Amendment Bill No. 3—it is set to expand into high-impact digital media.

Dr Mathe added that the organisation intends to bridge the gap in Zimbabwe’s social media sphere by introducing professional podcasts modeled after global successes like The Rest is Politics, moving away from “superficial” social content toward progressive national discourse.

Harare Opinion also plans to host public conference talks, inviting politicians and experts to engage in free public debates aligned with the NDS2 framework.

The success of the initiative, according to its founders, will be measured by its ability to detoxify the political environment and attract vigorous engagement across the political divide as the nation prepares for 2030.
