THE National Social Security Authority (NSSA) has appointed Dr Charles Shava as its substantive general manager, according to sources close to the State-owned pension and security fund.
However, Dr Shava’s official assumption of the role, with effect from March 1 2025, remains contingent upon the successful conclusion of ongoing negotiations for his new employment contract.
The negotiations, involving the Corporate Governance Unit under the Office of the President and Cabinet, are crucial to ensure the contract is fully aligned with the Public Entities Corporate Governance Act, a key legislative framework governing public entities in Zimbabwe.
Dr Shava has served as acting general manager since June 2022. While the NSSA board received a directive to appoint him substantively on February 28 this year, the decision was put on hold.
The pause occurred after authorities learned of his pending trial at the Magistrates’ Court, where he faces charges related to the alleged improper awarding of allowances to NSSA medical professionals – a decision that the NSSA board had previously resisted, the source said.
“The communication regarding Dr Shava’s substantive appointment has been officially conveyed, and he now holds the position, pending the successful conclusion of his employment contract,” said the source, who declined to be named, citing protocol.
