O3 PLUS Phase II launched to tackle social ills in tertiary institutions

THE Bulawayo Minister of State for Provincial Affairs and Devolution, Judith Ncube, has hailed the launch of Phase II of the O3 PLUS programme in Zimbabwe, describing it as a timely intervention in addressing rising social challenges affecting young people.

The programme was officially launched at the National University of Science and Technology, bringing together Government officials, development partners and students to map the next phase of implementation.

In her welcome remarks, delivered on her behalf by Mrs Gladys Zizhou, Minister Ncube said Zimbabwe, like many other countries, is grappling with a surge in social ills among the youth, including drug and substance abuse, gender-based violence and other pressures that threaten their well-being.

“Our young people are the future leaders, innovators and drivers of our national development. It is therefore critical that our institutions of higher and tertiary education not only provide academic knowledge, but also create a supportive and healthy learning environment where students can thrive and realise their full potential,” she said.

She noted that initiatives focusing on life skills, health awareness, responsible decision-making and access to support services are key in shaping productive citizens.

Minister Ncube said the programme aligns with the aspirations of the Second Republic under President Emmerson Mnangagwa, whose vision is to attain an upper-middle-income economy by 2030.

“Achieving this vision requires a healthy, educated and empowered youth population equipped not only with academic qualifications, but also with values, resilience and life skills necessary to build a prosperous and inclusive Zimbabwe,” she said.

She commended the collaboration between Government, development partners, institutions and students under the initiative, saying it strengthens efforts to improve student welfare across higher learning institutions.

Minister Ncube added that the launch provides a platform to reflect on progress made under the first phase of the programme while setting the tone for future interventions.

“As Bulawayo, we are proud to host this important event and remain committed to supporting initiatives that assist our young people and contribute to national development,” she said.
