OPC pursues agile public sector ecosystem in strategic plan and NDS2 implementation

A high-level forum, comprising Government officials and public sector leaders, is underway in Kadoma to formulate the Office of the President and Cabinet’s (OPC) five-year Strategic Plan, which will provide impetus for attaining Vision 2030 benchmarks.

The blueprint is expected to realign the public sector with the objectives of the national vision, drawing from lessons learnt during the implementation of NDS1 and the evolving operating environment.

The Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, outlined the importance of upscaling and sustaining the momentum of transformative development.

“That being the case, we should be cognisant that attainment of the current Vision (2030) lays a solid foundation for the country’s long-term developmental aspirations,” said Dr Rushwaya.

“As the loyal stewards working in his (President Mnangagwa) office, we have no crumbs of excuse for failing to meet the level of agility, performance and delivery that is expected of cadres working in the highest office of the land.”

He said that ministries, their departments, and agencies should be geared towards increased performance to achieve tangible and impactful development results.

This, he said, should be guided by home-grown, modern and excellent systems of governance that resonated with people’s expectations and global emerging issues.

Deputy Chairperson of the Public Service Commission (PSC), Dr Nomathemba Ndiweni-Masuku, said public sector reform, targeting merit-based deployment of Government workers with emphasis on results and delivery, would result in the realisation of tangible outcomes for the benefit of the nation.

In her opening remarks, Mashonaland West Provincial Affairs and Devolution Minister, Marian Chombo, said planning was key in the realisation of Vision 2030 goals.

“It is through this mutual support and invaluable collaboration that the Government and the country, working on a ‘Whole of Government Approach’, has posted many successes and achievements in the implementation of projects and programmes,” said Minister Chombo.

She said the province would continue to play its part in the country’s development matrix through increased production.

The planning workshop includes permanent secretaries, chief directors, and director generals, among others.
