ZANU-PF national chairperson Cde Simon Khaya Moyo has said opposition parties in the country were headed for the political cemetery as their structures were now in complete disarray.Officially opening the Zanu-PF Bulawayo provincial coordinating committee meeting held at Davies Hall on Sunday, Cde Khaya Moyo, who is also the Senior Minister of State in the President’s Office, called upon Zanu-PF structures to take advantage of the confusion to prepare fully for the 2018 elections – an election he said should put the final nail on the opposition parties’ coffins.
“I must hasten to congratulate you all for the sterling performance you registered in the July 31, 2013 harmonised elections compared to 2008 elections,” he said.
“You did us proud and I am sure in 2018 you will be less generous and take all the seats as the opposition is surely being driven to a political cemetery. Its leaders are now in complete disarray. Never rest on your laurels as the external enemy is now dangerously desperate and never spare a seat.”
Cde Khaya Moyo said party members should destroy factionalism as it fomented corruption.
“We must destroy factionalism wherever it rears its ugly head. We must crush and eliminate corruption at all levels. As the former President of the People’s Republic of China, Hu Jintao once said, ‘Combat corruption and promote political integrity or perish’. There must be zero tolerance on corruption. Let us promote entrepreneurs and not ‘corruptreneurs’,” said Cde Khaya Moyo.
He said leaders should fulfil the promises as enunciated in the party’s election manifesto through the implementation of the economic blueprint, the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (Zim Asset).
Cde Khaya Moyo said structures and procedures had been established to monitor and evaluate implementation of programmes and projects under Zim Asset.
“You are key to this exercise. Collaboration will be vital among stakeholders. The need for greater vertical and horizontal integration within government structures to speed up implementation of agreed projects is vital. The government is a product of the party and therefore the party leadership must lead from the front. The party has a constitution which is our political bible and must be adhered to religiously all the time,” he said.
Cde Khaya Moyo said there was no doubt that Zim Asset needed funding adding that treasury could not shoulder such a responsibility alone.
He said the private sector was an important partner that could go into joint ventures with government to pursue Build Operate Transfer investments among others.
On food security, he said there was need to put in place mechanisms to capacitate farmers in agricultural production including livestock.
“Resources must be mobilised to pay farmers for their grain and livestock upon delivery. The private sector must be engaged in this effort since it uses agricultural products as its raw materials,” he said.
Speaking on social services and poverty eradication, Ambassador Khaya Moyo said civil servants were a key to the nation’s development.
He said they should be remunerated properly.
“I am aware that the National Joint Negotiating Council concluded negotiations on review of salaries and conditions of service for civil servants for 2014 on January 20.
“We must never lose focus on their centrality. Their well being must always be uppermost in our minds, as evidenced by recent payment of salaries backdated to January. We are a caring government deriving its authority from the people,” he said.
Politburo member Dr Sikhanyiso Ndlovu while addressing the same meeting urged the province to unite and focus more on its development.
