Today marks a significant milestone as over 622 police officers graduate from the 2025 Police Staff College in a ceremony attended by esteemed dignitaries, including Deputy Commissioner General Mind Elliot Ngirandi, who represents Police Commissioner General Stephen Mutamba.
The event, featuring Principal Police Staff College Commissioner Edward Tshuma and University of Zimbabwe Vice Chancellor Professor Paul Mapfumo, showcases the hard work and dedication of the graduands.
These officers have completed a range of courses, from Certificates in Training Methods and Traffic Management to Diplomas in Cyber Security Management and Community Education.
Their achievements reflect a commitment to enhancing law enforcement capabilities and fostering community engagement in policing.

‘Graduation showcases commitment to excellence in law enforcement training’
Principal Police Staff College Commissioner Edward Tshuma is now delivering his remarks.
He states that this is the 42nd graduation ceremony and is being held under the theme “Excellence in Policing.”

He mentions that several other police officers are undertaking various courses across the country.
Commissioner Tshuma notes that the Police College is also in partnership with various other colleges and universities nationwide.
He adds that the College is offering courses to members of other security services as well.
This year, the Police Staff College has been accepted by the International Criminal Police Organisation (Interpol) Virtual College, which currently has only 12 other countries registered worldwide.
Commissioner Tshuma highlights the achievements that have been made by the College since its inception.

Vice Chancellor Mapfumo Addresses Graduates at University of Zimbabwe Ceremony
University of Zimbabwe Vice Chancellor Professor Paul Mapfumo is now delivering his remarks.

He stated that this graduation ceremony comes at a time when the country is progressing towards Vision 2030 as well as the National Development Strategy 1.
He commended members of the security services for their dedication to undertaking various courses across the country.
Professor Mapfumo also mentioned that the University of Zimbabwe has embraced the Heritage-Based 5.0 approach.
He challenged the Police Staff College to continue with the Heritage-Based 5.0 philosophy, as it will assist them in combating crimes such as cybercrime and other serious offences.
He expressed his satisfaction that the Police Staff College continues to meet the standards of both the University of Zimbabwe and the international arena.
Professor Mapfumo praised Commissioner General Stephen Mutamba for his commitment to building a professional police service through education.
He urged the graduands to continue embracing the use of technology, emphasising that this aligns with one of Commissioner General Mutamba’s visions.
Deputy Commissioner Ngirandi calls for discipline and integrity among officers
Deputy Commissioner General (Human Resources) Mind Elliot Ngirandi, who is representing Police Commissioner General Stephen Mutamba, is now delivering his remarks.
He stated that the courses they have completed are intended to equip them with wisdom and to build a professional police service.

He emphasised the need for them to continue understanding the economics of crime, which requires a new era of policing.
Deputy Commissioner Ngirandi applauded the relationship between the Zimbabwe Republic Police (ZRP) and other institutions across the country.
He also noted that development cannot occur where there is fear, and assured that the ZRP will continue to fulfil its mandate of curbing crime and maintaining peace.
He confirmed that the ZRP will persist in developing its human resources through education.
Deputy Commissioner Ngirandi highlighted some emerging criminal activities and stated that they are prepared to address such issues. He reinforced the ZRP’s zero tolerance for corruption and its commitment to gaining public confidence.
He remarked that the police are the public, and the public are also the police. Deputy Commissioner Ngirandi stressed that police officers must maintain high standards of professionalism and accountability.
He reminded the officers that the police uniform is not a symbol of authority but serves to protect and serve the community.
He urged police officers to uphold discipline while conducting their day-to-day duties, noting that the nation has placed its trust in their hands.
With that, he concluded his speech.
The graduands are now being presented with their certificates, alongside other graduates from various institutions.
