Parliament has signed four Memoranda of Understanding (MoUs) with key organisations in a move aimed at strengthening collaboration, innovation and community engagement in the execution of its constitutional mandate.
The agreements were signed with the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI), HIVOS, the Female Students Network (FSN) and the Education Coalition of Zimbabwe (ECOZI).
The partnerships are expected to enhance Parliament’s capacity in areas such as research, policy development, citizen engagement and institutional strengthening.
Speaker of Parliament, Advocate Jacob Mudenda, said the agreements underscored the importance of strategic alliances in enabling Parliament to effectively deliver on its mandate.
“Taken together, these four partnerships affirm a principle to which Parliament is firmly committed, namely, that no matter how elevated an institution might be, it cannot consummately realise its mandate in isolation,” said Adv Mudenda.
“Parliament’s effectiveness as the premier legislative institution of the land is immeasurably enhanced through strategic alliances with organisations that bring technical expertise, innovative thinking and authentic connections with the communities we serve.
“It is, therefore, significant that the signing of these Memoranda of Understanding will substantially invigorate Parliament’s capacity to perform its core constitutional responsibilities of legislation, representation and oversight.”
The MoUs are expected to facilitate knowledge exchange, capacity building and collaborative programmes that strengthen Parliament’s oversight role while improving engagement with citizens and stakeholders.
Through the partnerships, Parliament seeks to leverage the technical expertise and community networks of the partner organisations to enhance policy formulation and legislative processes.
The move is also expected to deepen Parliament’s outreach to communities and strengthen participatory governance by ensuring that citizens’ voices are reflected in legislative and oversight processes.
The collaborations reflect Parliament’s commitment to transparency, accountability and inclusive governance in line with the country’s constitutional provisions.
