PLUMTREE Town Council is one of the four local authorities that are yet to submit their proposed 2026 budgets to the Ministry of Local Government and Public Works for approval.

The other local authorities are Bikita Rural District Council, Mangwe Rural District Council and Rushinga Rural District Council.

Minister of Local Government and Public Works Daniel Garwe said the timely submission of budgets is essential for effective service delivery, while encouraging the local authorities who are still lagging to do so without delay.

“I have been informed that Plumtree Town Council, Bikita Rural District Council, Mangwe Rural District Council and Rushinga Rural District Council are yet to submit their outstanding budgets, and I encourage them to submit them without further delay.

“Timely submission of budgets is essential to effective service delivery,” said Minister Garwe.

Minister Garwe said residents judge the performance of local authorities through improved service delivery.

“Excellence will be recognised, but poor performance will not be tolerated. Persistent failure will attract disincentives across the leadership chain. I want to emphasise the importance of discipline in planning and budgeting,” he said.

He was addressing delegates during a 2026–2030 Strategic Plans Validation Workshop at a local hotel on Tuesday.
