charged with kidnapping businessman Mr Jerome Okeke when he appeared before Harare magistrate Ms Anita Tshuma.
He was remanded in custody to March 5.
He was advised to apply for bail at the High Court.
Dembedza, who is based at Harare Central Police Station, is among the five officers who are being accused of abducting Mr Okeke.
Shepherd Zuze (27) who is also based at Harare Central Police Station was the first to appear in court.
Prosecutor Mr David Magwegwe alleges that on February 4 this year at about 5.30pm Elmon Muzengwe (50) who resides in Marimba approached Dembedza at Harare central Police stating that he wanted to be assisted to arrest Mr Okeke on a case of theft or fraud.
It is alleged that Dembedza instructed two policemen to execute the arrest of Okeke.
Muzengwe, who purported to be a magistrate accompanied his four accomplices who are cops.
It is alleged that they wanted to arrest Mr Okeke on a criminal charge reported at Harare Central Police Station.
They told Mr Okeke that he was under arrest for an undisclosed offence and he resisted.
The policemen allegedly forcefully handcuffed Mr Okeke and bundled him into their vehicle while assaulting him with baton sticks.
He told the policemen that the matter had already been reported and taken to court for scrutiny.
However, the policemen would hear none of that.
Muzengwe and the officers drove off and took Mr Okeke to Harare Central Police Station but a policeman on duty advised them that the matter was a civil one.
They were also advised that the matter was pending in court so he could not be re-arrested on the same charges.
Mr Okeke filed a report with the police leading to Dembedza’s and Muzengwe’s arrest.
