This follows reports that the local authority had disconnected water to about 14 504 households and properties from 27 May.
In an interview on Sunday at the party’s provincial headquarters, Davies Hall, the Politburo member said the figure was worrying especially at a time when everyone was failing to pay rates and bills because of the economic hardships caused by illegal sanctions.
Cde Sandi-Moyo said the MDC-T run council had proven that it did not have people at heart as such developments never happened when the council was run by Zanu-PF councillors.
“There is no way council can say it is disconnecting 14 000 households, that is really a project which cannot be done,” she said.
Cde Sandi-Moyo said instead the council should have entered into a payment plan with residents, adding that it was not healthy for them to fetch water from neighbours because they have been disconnected.
“It is worrying if you move around and see how many people are fetching water from neighbours. Why is the council not having a payment plan before rushing to disconnect people? Zanu-PF councillors back then would not do such a thing. These people have an agenda because if they did not, they would understand that nobody has money because of the illegal sanctions they invited themselves. It is not fair to punish people yet they are the ones who invited the sanctions,” said Cde Sandi-Moyo.
She said as a party they would appeal to the Joint Monitoring and Implementation Committee to intervene.
“We are tired of seeing people suffer like this at the hands of detractors like these councillors. We are saying the Minister of Local Government, Urban and Rural Development, Dr Ignatius Chombo, should look at the matter before our people suffer more. Jomic should intervene and investigate such issues as well,” she said.
Cde Sandi-Moyo also took a swipe at some unnamed non government organisations which she said were working underground in cahoots with the MDC-T council under the pretext that they were assisting elderly women yet they were exploiting them. She said if they were genuine, their programmes should be made public to benefit everyone because such was the duty of the Ministry of Labour and Social Services.
Hundreds of residents thronged the council’s Revenue Hall to protest against triple billing and unexplained amounts appearing on their May bills.
The council officials failed to explain the bills and instead asked the resident to return home and take their water meter readings and bring them the next time they come to inquire about their bills.
The council is trying to recover about $62 million from residents and property owners in the city.
