President appoints Tagwirei minister, reassigns Prof Ncube

President Mnangagwa yesterday appointed businessman and Senator Kudakwashe Tagwirei Economic Development and Investment Promotion Minister, while Professor Mthuli Ncube was reassigned as Finance Minister.

The appointment and reassignment are with immediate effect.

The President also appointed Dr Egepha Victoria Jokomo as Permanent Secretary for Skills Audit and Development, with her appointment taking effect from November 1.

The changes were announced yesterday in three separate statements issued by Chief Secretary to the President and Cabinet Dr Martin Rushwaya.

Announcing Sen Tagwirei’s appointment, Dr Rushwaya said it was made in terms of Section 104(1) of the Constitution.

“His Excellency the President, Cde Dr Emmerson Dambudzo Mnangagwa has appointed Kudakwashe Tagwirei as Minister of Economic Development and Investment Promotion. The appointment is with immediate effect,” he said.

Prof Ncube has been reassigned to the Finance portfolio, also with immediate effect.

“In terms of Section 104, Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Dr Emmerson Dambudzo Mnangagwa has re-assigned Hon Professor Mthuli Ncube as Minister of Finance. The re-assignment is with immediate effect,” Dr Rushwaya said.

Dr Jokomo’s appointment was made in terms of Section 205(1) of the Constitution.

“His Excellency the President, Dr Emmerson Dambudzo Mnangagwa has appointed Dr Egepha Victoria Jokomo as Permanent Secretary for Skills Audit and Development with effect from 01 November 2026,” said Dr Rushwaya.

Sen Tagwirei is a businessman with interests spanning energy, mining, agriculture and infrastructure and is the founder of Sakunda Holdings.

He was appointed to Senate in August this year by President Mnangagwa and also chairs the Land Tenure Implementation Committee, which is overseeing reforms aimed at issuing secure and bankable title deeds to agricultural land.

The committee is working to unlock the economic value of agricultural land by making it more secure, transferable and usable as collateral for investment and financing.

Senator Tagwirei has also been involved in several Government economic programmes, particularly in the energy and agriculture sectors, and has been a prominent figure in discussions around investment and economic development.

His appointment to the economic development portfolio comes as Government pursues measures to attract investment, boost production and accelerate progress towards Vision 2030.

Dr Jokomo is a senior public official and academic researcher who has served in the Office of the President and Cabinet, including as Chief Director in State Residences.

She has represented Government in official engagements and has a background in academic research, with her recent work focusing on women’s participation in local governance.

She is also affiliated with Africa University as a researcher and academic.

Her appointment to the newly designated Skills Audit and Development portfolio comes as the Government continues its efforts to align skills development with national development priorities and the requirements of the economy.
