The announcement was made in a Government Gazette.
President Mugabe proclaimed the date in terms of Section 62 and 63 of the Constitution.
The provisions empower him to prorogue Parliament and fix the sitting of Parliament at such a place and time as the President may, by proclamation in the Gazette, fix.
“Now, therefore, under and by virtue of the powers vested in the President as aforesaid, I do, by this my Proclamation, (a) prorogue Parliament on Monday the 5th September, 2011 and (b) fix (i) Parliament Building, Harare, as the place at which the Fourth Session of the Seventh Parliament of Zimbabwe shall be held and (ii) twelve o’clock noon on Tuesday the 6th September, 2011, as the time and date at which the Fourth Session of the Seventh Parliament of Zimbabwe shall begin,” read the proclamation.
Parliament had adjourned to September 30 2011 and initial indication had been that the official opening would be done on that day.
