Public Service Pension Fund soars, sets sights on energy and property investments

The Public Service Pension Fund (PSPF) has seen its capitalisation surge to US$700 million in 2025, a dramatic rise from US$138 million in 2019.

This growth was revealed by the Minister of Finance, Economic Development and Investment Promotion, Professor Mthuli Ncube, while presenting the 2025 National Budget on Thursday.

Professor Ncube outlined that the fund’s remarkable expansion reflects a compound annual growth rate of above 35 percent.

“During the 2026 financial year, the Fund will focus on consolidation, projects completion and capital efficiency,” he said.

Prof Ncube detailed priority projects earmarked for completion, including the Masvingo Varsity Heights, Midlands Park, Madokero Mall, Liberation City Hotel, and land developments in Bulawayo and Gwanda.

He said in a move towards national infrastructure development, the PSPF will also aggressively advance its energy portfolio.

“It aims to commission 20MW in mini-hydro capacity and 150MW in solar power generation, positioning itself as a major player in Zimbabwe’s renewable energy sector,” he said.

Meanwhile, Prof Ncube reported strong performance from the Government Employees Mutual Savings (GEMS) Fund.

Established in 2021 as a voluntary savings scheme for civil servants, GEMS generated cumulative revenue amounting to ZiG266 million in the first three quarters of 2025.

The Fund Under Management now stands at ZiG440 million, boasting a healthy investment yield of 7.8 percent and an exceptionally low non-performing loan ratio of 0.6 percent.

Its membership has grown to over 120 330 active contributors, with cumulative loan disbursements of ZiG239 million aiding wealth creation for thousands of public servants.

The surge in the PSPF’s value and the robustness of GEMS signal a period of consolidation and strategic investment for public sector funds, with a clear focus on tangible projects, energy security and continued financial empowerment for Government employees.
