THE Association of Rural District Councils of Zimbabwe (ARDCZ) has an important role to play in the country’s development matrix and remains committed to practice good corporate governance, the organisation’s president, Dr Golden Shamu, has said.
Dr Shamu said this on Thursday during a strategic planning workshop for the Ministry of Local and Government and Public Works held in Masvingo.
“The ARDCZ remains steadfast in its commitment to good governance and rural development, aiming to be a crucial link in our country’s development matrix. It is, therefore, our responsibility to align with the strategic direction set by the Ministry, fostering a collaborative approach for the benefit of all.
“We heed the President’s call for councils to self-introspect and improve service delivery. The Second Republic has set a new trajectory for our country’s development, emphasising infrastructure provision, economic stabilisation, food security, and engagement initiatives. Local Authorities are now better positioned to play a pivotal role in this transformative journey,” Dr Shamu said.
He commended the transformative role played by devolution funds in improving service delivery in rural communities and pledged that the ARDCZ would ensure the money is spent on intended projects.
The devolution funds that have been disbursed to local authorities have improved livelihoods of many communities, especially in rural areas where they have been used to construct schools, clinics, sinking of boreholes among several infrastructure projects.
“Devolution funds have significantly impacted service delivery, but we must ensure their proper allocation and utilisation.
“My administration will work diligently to guarantee that councils meet their intended targets and that the funds continue to flow in accordance with the Constitution.
“In our relations with the Ministry and the Government at large, I appeal for the recognition of ARDCZ as the voice of organised local government in Zimbabwe. We aim to be a key partner, working collaboratively to fulfil our mandates and overcome obstacles hindering the effective functioning of RDC’s”.
Dr Shamu, who took over the helm of the ARDCZ last week, also requested to consider according the Association proper legal recognition within local government statutes so that they can effectively carry out their role.
