Sandton Park residents, who are under Zvimba Rural District Council, are demanding to be placed under Harare Municipality, arguing that their council cannot provide essential services, the Commission of Inquiry into Urban State Land heard.
The suburb, with 1 500 residential stands, is situated at Haydon Farm in Mt Hampden.
Residents who bought stands from Delatfin Investments say they have had no water and sewer reticulation for five years.
Zvimba RDC is yet to make a formal arrangement with Harare for the provision of services after residents were allocated stands by Delatfin Investments and council.
Sandton Park Residents Association member Mr Farai Jinjika gave Delatfin Investments an ultimatum to provide them with services.
“We propose that the project be handed over to Harare as Zvimba has no capacity to provide services,” he said.
In a petition handed over to the Commission of Inquiry into Urban State Land early this week, the residents presented a litany of their grievances.
“To compel the developer, Delatfin private limited, to immediately and within the next 60 days attend to and provide high quality tarred roads, water reticulation supply, proper drainage, electricity and correct all cases of double allocation,” reads the petition.
“Cause Local Government, Public Works and National Housing to give in writing to Zvimba RDC a directive to the effect of regularisation of phase 3 as the council has promised us that it takes only a directive from the Ministry for them to recognise and issue necessary documentation, including title deeds.”
The residents said alternatively, if Delatfin failed to attend to their matters in the specified period, a new and capable developer be appointed to take over the development of the area.
Acting Zvimba RDC chief executive Mr Pio Mandizvidza said council was yet to approach Harare formally for the provision of essential services to the area.
