Rural council seeks clamping powers

Ministry of Local Government, Rural and Urban Development seeking to clamp and tow-away vehicles parked in undesignated places at Nyamapanda Border Post and Kotwa Growth Point, an official said on Friday.
In December last year councillors proposed clamping and towing away vehicles to ensure smooth flow of traffic at the border post and reduce overflow at Kotwa Growth Point.
Mudzi RDC chief executive officer Mr Victor Kondo told New Ziana on Friday that residents had given council the   green light to implement the proposed by-laws.
“There were no objections to the proposed clamping and towing away by-laws from the locals during the 30 day inspection period in January this year.
“We are going ahead to submit the by-laws to government for approval,” he said.
Mr Kondo said the RDC had completed constructing parking bays for haulage trucks at Nyamapanda so as to decongest traffic at the border post.
He said the parking bays could hold             up to 200 haulage trucks at any given  time.
“Haulage truck parking bays were constructed in July last year and became functional end of last year to stop congestion at the border post which was caused by random parking of vehicles.
“Since the bays were opened, parking had since become regular and traffic movement improved,” he said.
Mr Kondo, however, refused to disclose the amount the RDC spent on constructing the haulage parking bays.
Clamping and towing away vehicles is common in urban centres where the local authorities use it as a means of generating  revenue. — New Ziana.
