SEOUL. – South Korean President Moon Jae-in ordered the military yesterday to immediately switch to an offensive operation if the Democratic People’s Republic of Korea (DPRK) “crosses the line.”
“(The military) should strongly push for reform of the military structure in accordance with modern warfare to make it possible to immediately switch to an offensive operation if DPRK conducts provocation that crosses the line or attacks the capital area,” said Moon.
Moon made the remarks during the meeting with Defence Minister Song Young-moo and top military commanders as well as officials from the defence ministry and the Ministry of Patriots and Veterans Affairs, according to the Blue House.
Attending the discussion session, where the president was briefed on policy directions and listened to speeches by government officials, were senior presidential secretaries, the prime minister and senior lawmakers of the ruling Democratic Party.
During the session, the fourth of its kind that would last until Thursday, the president said the order was issued as the country’s commander-in-chief to achieve a real defense reform.
Moon ordered the military to draw up a detailed plan on the timetable of setting up “the Korean version of three pillars” – the Kill Chain, the Korea Air and Missile Defence (KAMD) and the Korea Massive Punishment and Retaliation (KMPR) systems.
The KAMD is a project to develop its indigenous missile defence system to shoot down incoming DPRK missiles at multiple layers. The project includes the development interceptors such as medium-range surface-to-air missiles (M-SAM) and long-range surface-to-air missiles (L-SAM) that can intercept missiles at an altitude of less than 100 km.
The Kill Chain is designed to preemptively strike the DPRK”s missile launch sites when signs of the first strike are spotted. The KMPR is a project to preemptively strike the DPRK’s leadership and headquarters with massive missile attacks when Pyongyang’s first strike signs are detected.
Moon also instructed the top-level commanders to eradicate any corruption in the defence industry, urging them to draw up epoch-making measures to reform the justice system of the military, gender equality, human rights and the military culture. – Xinhua
