She told reporters at the side lines of the Zimbabwe-South Africa investment conference that Finance Minister Biti wrote a letter to his counterpart Pravin Gordhan last month with regards to the funds and the matter is under consideration.
South Africa is yet to release the 2 billion rand it pledged to Zimbabwe in 2010 to assist the turnaround of the economy following a decade long recession.
The pledge followed the signing of Bilateral Investment Promotion and Protection Agreement between Zimbabwe and South Africa three years ago. Botswana also pledged P500million in form of lines of credit to Harare but the funds are yet to be released.
