Observers contend that to all intents and purposes the Zimbabwe dialogue was a done deal following agreements reached over poll roadmap timelines though the MDC formations, particularly MDC-T, have been trying to come up with fresh issues among them calls for security sector reforms, alleged state-sanctioned violence and demands for a public statement from the country’s security chiefs whom they want to announce that they will respect the outcome of the poll in the event of an MDC formation victory.

In his address to the 31st ordinary session of heads of state and government here before handing over chairmanship of the bloc to incoming chairman Angolan President Jose Eduardo dos Santos, outgoing chair President Hifikepunye Pohamba of Namibia hailed the progress made in the implementation of the GPA.
‘‘As regards the peace and security situation in the region, progress has been made in Madagascar as well as facilitation of the implementation of the Global Political Agreement in Zimbabwe, all the issues were dealt with at the Sadc extra-ordinary summit held in Sandton, South Africa in June. ”

Earlier on, the Troika which comprises the presidents of Zambia, Mozambique and South Africa and which met on the sidelines of the Council of Ministers meeting to deliberate on the peace and security situation in the region also hailed progress made in the implementation of the GPA.
Sadc executive secretary Dr Tomaz Salamao told the media here that significant progress had been made in the implementation of the GPA and that everything was on course in Zimbabwe.
Sadc’s stance came as a hard blow to the leadership of MDC formations who converged here without invitation hoping to argue that there is a stalemate in Zimbabwe.
Defence Minister Emmerson Mnangagwa, Transport, Communications and Infrastructural Development Minister Nicholas Goche and Justice and Legal Affairs Minister Patrick Chinamasa are in Angola as part of the advance team.
