SPORTS Commission director for sport development Joseph Muchechetere says they are expecting the ongoing disciplinary hearings for the 10 national sport associations that were summoned last week by the Commission’s Board Disciplinary Committee to be concluded before the end of this month.
The national sport associations were summoned to appear before the Disciplinary Committee for failing to comply with the provisions of the commission’s Act, mainly section 29(8) and (9).
The Sports Commission’s Act, section 29(8) states that “every registered national association shall as soon as practicable after the end of its financial year submit to the commission –
(a) a report on its activities during the previous year; and
(b) an audited balance sheet and income and expenditure account for that year.”
Item 9 of the same section says that “every registered national association shall, as early as convenient before the commencement of its financial year, submit to the commission its estimates of income and expenditure for the coming year and shall likewise submit any amendments to such estimates.”
Ten national sport associations were set to appear before the Disciplinary Committee last Friday but only four — Judo Association of Zimbabwe, Zimbabwe Netball Association, Zimbabwe Boxing Federation and the Zimbabwe Handball Federation — appeared before the committee.
The other six — Zimbabwe Professional Golfers Association, Zimbabwe Sailing Association, Zimbabwe Billiards and Snooker Association, Zimbabwe Wushu Federation, Zimbabwe Taekwondo Association and Zimbabwe Table Tennis Association — are now expected to appear before the Disciplinary Committee on a date to be announced since the disciplinary committee could not deal with all the associations last Friday.
Muchechetere said some of the associations that came on Friday requested time to submit some of the required information and were given up to today to present the documents such as their audited accounts and reports for their yearly activities.
“Because of time, they could not meet all the associations so it means the other associations which were summoned would be called back. They (the disciplinary committee) will look for an opening where the other six will appear before them.
“In terms of those they met, they need to finalise the outcome of the hearings. Those four associations had documents they wanted to share with the Disciplinary Committee, so they were given up to tomorrow (today) by end of business to submit those papers and then the Committee will go through those papers.
“In terms of the statutes requirements, we’re looking at audited accounts, activity report for each national association, that’s their yearly activities, then estimates income and expenditure, which is the budget. These are the main documents but with other associations it is also to do with minutes of their annual meetings.
“Once these national associations have submitted the documentation promised, the Disciplinary Committee will meet to make the final position and call the associations to announce the results. We expect this thing to happen within this month,” said Muchechetere.
The hearings were chaired by Sports Commission board member commissioner, Aisha Tsimba, assisted by Commissioners Dave Ellman-Brown and Miriam Mushayi.
