Strong ZIMRA, ATAF collaboration yields improved domestic revenue mobilisation

THE Zimbabwe Revenue Authority (Zimra) continues to implement technical support programmes in collaboration with the African Tax Administration Forum (ATAF), which have helped strengthen the country’s capacity to drive effective domestic revenue mobilisation for national development.
Ahead of the ATAF Country Correspondent Conference slated for 18 to 20 February 2026, Zimra has highlighted some of the positive strides achieved with the support from the continental tax lobby group.

Ms Inzwirashe Chenai Muwonwa from Zimra, who serves as the ATAF country correspondent says the country continues to fine-tune its taxation system in line with global best practice for enhanced national benefit.
“With ATAF’s technical support, Zimra conducted a high-net-worth individual study, which directly informed the creation of a dedicated unit in our 2026-2030 strategic plan,” she said.

“The work also helped sharpen our understanding of compliance risks and information gaps and also improved collaborations with stakeholders, including financial institutions, the company registries, and the central bank,” said Ms Muwonwa.

“Importantly, the skills gained through this process are already being applied beyond high-net-worth taxation, including our work on micro, small, and medium enterprises taxation.”

Country correspondents act as the bridge between ATAF and its members responsible for turning collaboration into action.
Overall, Ms Muwonwa said the country correspondent role helps turn ATAF technical collaboration into practical, day-to-day improvements that strengthen Zimbabwe’s capacity and support more effective domestic revenue mobilization.

“In this role, I help coordinate collaborations between Zimra and ATAF, making sure technical support is well aligned with our priority reform areas and effectively taken up across the organization,” she added.

“One key area where this has made a significant difference is the taxation of high-net-worth individuals.”
