Issues of interest to the delegation include management of the National Aids Trust Fund, setting up of a board that oversees the commission’s operations among other pertinent HIV-related issues.
Tanzania’s Aids Commission manages all HIV activities in that country but it does not have a fund for HIV. Its chairperson also doubles as an executive officer for the secretariat — a different scenario from Zimbabwe’s set-up which includes a chief executive officer and a board chairperson.
“The main objective of the visit is to learn from Zimbabwe National Aids Council on the issues of good governance. Precisely to hear the challenges and success of practicing National Trust Fund and separation of mandates in co-ordinating HIV and Aids matters,” says the team in its concept note.
Zimbabwe is the first country in Africa to come up with a levy to finance HIV activities.
Since then, many countries from the African region are coming in to learn how to set up similar activities in their respective countries.
The Aids levy is one of the leading funders of HIV activities in the country.
