African revenue administrations met in Lome, Togo, recently under the banner of the African Tax Administration Forum (ATAF) to find solutions to curb illicit financial flows and tax evasion.
Some of the topical issues discussed include how revenue administrations could promote increased tax compliance and enhance domestic resource mobilisation initiatives.
The conference was attended by commissioners general of revenue administrations within Africa, representatives of international organisations as well as the private sector. Zimbabwe was represented by the commissioner general of the Zimbabwe Revenue Authority (ZIMRA), Mr Gershem Pasi, who is also the current ATAF chairperson.
ZIMRA’s director for Internal Audit, Mr Clive Majengwa, also attended the conference.
Since its launch in 2009, ATAF has made substantial progress in improving the efficacy of African revenue authorities.
Presenting the 2016 National Budget Statement last week, Finance and Economic Development Minister Patrick Chinamasa highlighted the crucial role that the tax administration forum is playing.
“ . . . ATAF provides a platform for co-operation to enhance administrative capacity of African tax authorities with a view to improve domestic resource mobilisation, combat tax evasion and avoidance,” said Minister Chinamasa.
ATAF was launched in 2009 in Uganda as an umbrella and continental body for African revenue administrations. Its vision resonates with the African Union’s Agenda 2063 which aims at ensuring the socio-economic transformation within the next 50 years.
