Upon completion it is expected to create jobs for more than 300 people.
According to the brains behind the project, businessman Dr Fredrick Kasese land for the project has already been secured.
“We have bought appropriate land that our investors, who have pledged to partner us, had requested for.
“The venture will be a unique one in that its model is derived from the United States and other countries in developed economies,” said Dr Kasese.
He said the village would be built at Sundowners Back Packers and Caravan Park in Masvingo.
“Financiers and developers will be responsible for the funding and physical construction of the project while Silver Rock City and its associates will provide the technical expertise for design and management. We have engaged a team of top Zimbabwe engineers who will constitute themselves into a company.
“The terms of reference for the company include carrying out planning, preliminary and detailed design as well as preparation of tender documentation in preparation for the construction of a high quality tourism village on behalf of Silver Rock City,” he said.
Dr Kasese, who is also Zimbabwe Tourism Authority provincial chairperson, said some black business people based overseas have expressed interest in investing in the project.
“A consortium of black business people from the United States of America has indicated interest in the project and negotiations are at an advanced stage.
He said all the necessary steps to obtain relevant approvals had started.
“The investors’ profiles will be submitted to the Reserve Bank of Zimbabwe and the Zimbabwe Investment Authority for further engagement.
He added that they had also identified mixed-use development as their primary interest in the project.
“To this end we are focusing our efforts on the development of an all-inclusive tourism village.
“The village will provide quality amenities and entertainment to the international, regional and local communities.
“Entertainment has become a buzzword of the new millennium thus our motivation to develop the village,” he said.
