Mr Tsvangirai’s tour has since hit a snag after he was on Tuesday forced to backtrack from his earlier call for an extraordinary Sadc summit on Zimbabwe after Tanzania, the current Troika chair, told him there was peace and tranquillity here.
The MDC-T leader was snubbed in Angola where he met low-level government officials in the wake of an earlier brief meeting with President Jacob Zuma of South Africa.
Analysts said Mr Tsvangirai had failed to read the mood in the region that was closely watching the nascent Renamo insurgency in Mozambique and the fact that he could run to Angola that was still recovering from the destructive engagement of the Western-sponsored Unita of Jonas Savimbi testified to his political naiveté.
Mr Tsvangirai was agitating for an extraordinary summit on Zimbabwe ostensibly to compel President Mugabe to implement “outstanding GPA issues” among them security sector and media reforms which analysts say were all addressed in the draft Constitution set to be tabled in Parliament next Tuesday.

The MDC, however, argues that Mr Tsvangirai and Zanu-PF refused or delayed the implementation of the Sadc resolution during the Maputo Summit last year that Prof Ncube be treated as a principal in GPA matters.
“The last resolution made in Maputo, which stated clearly that Prof Welshman Ncube was a principal of the GPA and thus must be involved in all GPA deliberations has not only been ignored and trashed by Zanu-PF, but by Morgan Tsvangirai and the MDC-T. This is a fact.
“What makes all this interesting is that after failing to adhere to Sadc resolutions, Tsvangirai is hopping from one Sadc member-state to another ostensibly to complain about the non -implementation of GPA agreements. This, to be honest, is plain silly and embarrassing,” read the MDC statement.
“PM Tsvangirai has quite clearly failed to exhibit an understanding of how Sadc works.
“He thinks that the body whose resolution he spat on with regards to Prof Ncube’s status will now listen to him and grant him some imagined favours.
“Someone must call him back and tell him that sadly for him, Sadc already knows that he has been cohabiting with Zanu-PF behind the regional block’s back and visiting the heads of states as he is doing is an embarrassing attempt to shut the stable when the horses have bolted,” the MDC said.
The Government has made it clear that it recognises Professor Arthur Mutambara for the purposes of the operationalisation of Government business and Prof Ncube when it comes to Sadc facilitation business.
“If Tsvangirai was genuinely interested in the implementation of the Sadc resolutions, he would have insisted that Prof Ncube be there when crucial decisions were being made because that is the only way the implementation would be done.
”The MDC is in no doubt that as diplomatic parlance will require, Sadc will seat him on comfortable couches, serve him tea and take smile filled pictures with him, but when it comes to decision time they will point him straight back to all the resolutions.”
“It is therefore clear to anyone who understands diplomatic interactions and maneuvers that if Tsvangirai is globetrotting in pursuit of the feel good effect, then he is up for a rude awakening when the Troika finally sits. What Tsvangirai is doing is like the silliness of a monkey that first provokes the crocodile before it crosses the river,” reads part of the statement.
Mr Tsvangirai is on a regional tour that has take him to South Africa, Tanzania, Angola and will end with Namibia and Mozambique before returning home on Sunday.
National Constitutional Assembly chairman Professor Lovemore Madhuku, on Wednesday slammed the MDC-T leader for demanding reforms now when elections were around the corner yet he had been in Government for the past four years.
