Sources privy to the case said Moyo was arrested last week after it was allegedly discovered that he had approved payments for work not done.
The sources said Moyo has already appeared in court and his bail application has been set for today.
“He is alleged to have approved payments towards the construction of a road and a bridge in the district. It has, however, been discovered that the bridge was never built and officers from ACC moved and arrested him,” said a source in the courts that refused to be named for professional reasons.
Another source privy to the goings on in the council said Moyo’s arrest could suck in a number of people, “as it is believed that he could have crossed the path of some big fish”.
In June this year, the Parliamentary Portfolio Committee on Transport and Infrastructure Development, chaired by Pumula Member of the House of Assembly Albert Mhlanga, was told that in some instances Zimbabwe National Road Authority (Zinara) officials also interfered in the awarding of tenders.
Umguza Rural District Council chief executive officer Moyo was grilled over the awarding of a tender to a shelf company, Notify, to construct Ilitshe Road in Umguza.
Parliament heard that the firm was paid $800 000 to construct a 30-kilometre stretch of road but vanished from the site after it had only covered 12 kilometres.
“$800 000 was paid to them by Zinara but we realised that they were not performing after we had paid them,” Moyo said then.
“They were failing to complete the job and their equipment was stuck in the bush and when we wrote letters to them we could not trace them and we are not even sure whether their numbers are still working or not.”
