Understanding, embracing Constitutional Amendment Act No.3

Zimbabwe has crossed a threshold. With his assent to the Constitution of Zimbabwe Amendment Act No. 3, President Mnangagwa has set in motion a new rhythm of governance.

Constitution of Zimbabwe Amendment Act No. 3 (CAA3) is not a technical statute. It is a declaration of stability, a covenant of continuity and a call to unity.

For too long, our nation has been trapped in short cycles of politics. Leaders barely had time to begin projects before the drumbeat of elections forced them back into campaign mode. CAA3 answers that problem. By extending the terms of the President and Parliament from five years to seven, it gives Government the breathing space to finish what it starts. Roads can be completed. Hospitals can be opened. Schools can be built. Reforms can be consolidated. Citizens gain stability. The nation gains predictability. Investors gain confidence.

CAA3 also changes how the President is chosen. Instead of endless nationwide campaigns that divide the people, Parliament will elect the Head of State. Members of Parliament, themselves elected by the people, will deliberate and decide. This ensures consensus. It reduces polarisation. It allows vacancies to be filled quickly. In plain language, it means less fighting, more agreement and faster decisions.

The Act transfers voter registration to the Registrar‑General. For citizens, this is clarity. One office, one responsibility, one place to register. Voter’s Rolls will be properly kept. Confusion will be reduced. Trust in elections will be strengthened.

CAA3 creates a Delimitation Commission. This body of experts in demography, cartography, governance and traditional leadership will draw electoral boundaries. Constituencies will be mapped fairly. Communities will be represented equitably. Chiefs and local voices will be included. This is fairness in action.

The judiciary is restructured. The Chief Justice leads the Constitutional Court. The Judge President leads the Supreme Court. The Constitutional Court gains power to hear matters of public importance. For citizens, this means clearer leadership in the courts, faster justice and greater access to rulings on issues that affect everyday life.

The Senate is expanded from 80 to 90 members, with 10 appointed for their professional skills. This means more voices, more expertise and better laws. Citizens benefit when experts in law, economics and governance help shape legislation.

Local councils must now include at least 30 percent women and 10 percent youth. This is inclusivity in action. Women and young people will no longer be sidelined. Their energy, ideas and perspectives will shape local governance. Councils will reflect the real face of Zimbabwe. Balanced. Diverse. Forward‑looking.

CAA3 also redefines the mission of the Defence Forces. Their duty is to protect Zimbabwe, its people, its national security, its territorial integrity and to uphold the Constitution. Soldiers are guardians of the nation, not arbiters of politics. Citizens can rest assured that their protectors are bound to the supreme law.

The Human Rights Commission is strengthened. It can now recommend measures for national healing, reconciliation and nation‑building. This is a balm for a nation scarred by divisions. It means policies that promote peace, unity and dignity.

Taken together, these reforms form a fabric of stability, inclusivity and fairness. For the ordinary citizen, the advantages are tangible. Fewer disruptions. More completed projects. Clearer systems. Fairer representation. Stronger protections.

For the nation, the advantages are strategic. Stability that attracts investment. Unity that fosters peace. Institutions that uphold the rule of law.

CAA3 is not simply law. It is legacy. It is not merely statute. It is sovereignty. It is the bridge to Vision 2030. It is the proclamation that Zimbabwe is rising, united and determined.

Now is the time to build. Now is the time to unite. The foundation of law has been laid. The edifice of prosperity must be constructed. Farmers must till with confidence. Entrepreneurs must innovate boldly. Teachers must instruct passionately. Doctors must heal diligently. Citizens must march as one people, one nation, one destiny.

CAA3 is the covenant of stability. It is the language of progress. It is the heartbeat of destiny. The bell of history has tolled. The hour has struck. The time to build is now. The time to unite is now. The time to rise is now.
