War veterans urged to rally behind Bill No.3 Amendment

VETERANS of the liberation struggle have been urged to support the Constitutional Amendment Bill No. 3 of 2026, which will play a crucial role in enhancing development gains that have been recorded under the Second Republic.

Speaking during a meeting in Gwanda yesterday, Deputy Minister of Veterans of the Liberation Struggle, Cde Headman Moyo, who is also Zanu-PF deputy secretary for the War Veterans League, said changes to be made under the new legislation will help steer progress and enhance development, which has been recorded across the country under the Second Republic.

He said extending President Mnangagwa’s term by two years will see the nation being firmly anchored on the attainment of Vision 2030.

Cde Moyo said the former freedom fighters must use their patriotism and influence in communities to sensitise people.

“As the revolutionary party, we are moving around sensitising people and now we are targeting members of the War Veterans League who comprise war veterans, detainees, non-combatant cadres and war collaborators,” he said.

“We are saying when Parliamentarians come to discuss the amendment of the Constitution, you, as members of the league, have to be there and actively participate in the programme.

“Veterans of the Liberation Struggle understand the history of this country better and the effort and sacrifices that came into liberating it,” he added.

“From here, can you go out to the people and open their eyes so that they can see the light and how important or crucial the Constitutional Amendment No. 3 Bill of 2026 is to our country.”

Cde Moyo said the revolutionary party, Zanu-PF, was supreme to Government and, under its supremacy, passed a resolution to have President Mnangagwa’s term extended by two terms to enhance development. He said Government is now supposed to implement this resolution, which was passed by a higher authority.

During the meeting, Cde Moyo explained the contents of the Constitutional Amendment No. 3 Bill of 2026.

“We have been sent by the party, which is asking you to stand up during the consultations that will be conducted by Parliament. There will be consultations across all districts in the province and let’s ensure that we show up as the party is counting on us,” he said.

“We have empowered you and now you have to play your role. When you get to these consultations, don’t be misled or don’t sell your integrity. Stand firm for what you know. As far as we know, this resolution to have President Mnangagwa’s term extended came from you, the people.

“Detractors are busy moving around discouraging this proposed bill just because they want to stall and block development.”

The party leadership has rolled out a programme to sensitise party structures and organs across the country on the contents of the Constitutional Amendment No. 3 Bill of 2026. This is in preparation for the 90-day public consultation process that will be conducted by Parliament.

Government on February 16, gazetted the Constitutional Amendment No. 3 Bill of 2026, kick-starting a 90-day public consultation period, which will culminate in Parliament deliberating on the proposed draft law and its passage into law.

The Bill proposes a Parliamentary process for the election of the President and seeks to replace the current five-year term with a seven-year tenure.

It also introduces a raft of legal reforms aimed at strengthening constitutional governance, clarifying institutional roles, promoting political stability and enhancing the efficiency of the State architecture.

According to the Government Gazette, the Bill forms part of Zimbabwe’s continuing legal evolution.

The Gazette notes that the proposed amendments are intended to adhere to the spirit of the Constitution by refining and modernising certain provisions in response to governance experience, developmental imperatives and comparative constitutional practice.
