Youthful Ward 16 shadow councillor rallies support for Constitutional Amendment No. 3

ZANU PF Ward 16 shadow councillor Cde Arnold Kudakwashe Mhembere has thrown his weight behind Constitutional Amendment Bill No. 3, urging Zimbabwean youths to embrace the proposed changes which he says will unlock wider opportunities and consolidate national development gains.

Cde Mhembere, a youthful political figure who has been actively involved in grassroots development initiatives in Harare West, said the Bill is a progressive step that aligns with the country’s Vision 2030 agenda of attaining an upper middle-income economy.

The Ward 16 shadow councillor has previously facilitated community-focused programmes such as health outreach initiatives under the Presidential Emergency Medical Scheme, reflecting his commitment to development at grassroots level.

In an interview, Cde Mhembere said the proposed constitutional amendments present an opportunity for young people to actively participate in national development while benefiting from policies crafted under the Second Republic.

“As the youth, we must fully support Constitutional Amendment Bill No. 3 because it strengthens governance systems and ensures continuity of development programmes that directly benefit us,” he said.

He noted that the Bill will enhance policy consistency and stability, which are critical in fostering investment, employment creation and empowerment initiatives targeted at young people.

“This Bill is about securing the future. It ensures that the gains we are seeing under the leadership of His Excellency President Emmerson Mnangagwa are not disrupted, but instead accelerated for the benefit of future generations,” said Cde Mhembere.

Cde Mhembere said the Second Republic has prioritised youth empowerment through various initiatives, including skills development programmes, entrepreneurship support and increased access to opportunities in key sectors of the economy.

“President Mnangagwa has demonstrated beyond doubt that the youth are at the centre of Zimbabwe’s development agenda. From empowerment programmes to inclusive economic policies, young people are now playing a meaningful role in building the nation,” he said.

He added that Constitutional Amendment No. 3 will further create an enabling environment for young leaders to emerge and contribute meaningfully in governance structures.

“We are witnessing a new era where young people are being given space to lead and innovate. Supporting this Bill means safeguarding those opportunities and expanding them even further,” he said.

Cde Mhembere also called on youths in urban communities, particularly in Harare, to reject what he described as “misinformation” surrounding the Bill and instead focus on its developmental benefits.

“I urge fellow youths to take time to understand the provisions of the Bill. This is not just a legal document, but a roadmap for sustained growth, empowerment and national unity,” he said.

The youthful shadow councillor reaffirmed his confidence in President Mnangagwa’s leadership, saying the country is on a firm path towards prosperity under the Second Republic.

“We have full confidence in President Mnangagwa’s leadership. His vision is clear, inclusive and focused on leaving no one and no place behind. As young people, we are proud to be part of this transformative journey,” he said.

Cde Mhembere said continued unity and support for progressive policies such as Constitutional Amendment No. 3 will ensure Zimbabwe maintains momentum towards achieving Vision 2030.
