Obey Sibanda recently in Bubi District
MEMBERS of Zanu PF’s Bubi District in Matabeleland North province have unanimously endorsed the Constitution of Zimbabwe Amendment (No. 3) Bill following a party-led public outreach at Tatazela Community Hall on Saturday.
The party convened an inter-district meeting to unpack the contents of Bill No. 3 for grassroots members. Provincial secretary, Cde Douglas Khoza, led the programme, supported by national and central committee representatives, including Cde Nqaba
Maphosa and Bubi constituency legislator, Cde Simelisizwe Sibanda, who answered questions and clarified how the Bill aligns with party objectives.
Cde Khoza stressed the key changes being proposed, and clarified that these do not require a referendum for implementation.
“There is no need for a referendum to ask citizens whether they want this or not, as we have entrusted the power to Parliamentarians who are Zanu PF members,” he said.
“They will not act independently of the party’s directives. I, therefore, encourage you to place your trust in them.”
A long serving party member from the constituency highlighted that after the unpacking of Bill number 3 they now feel confident to attend the Parliamentary public hearings and make their voices heard.
“The explanation we received today cleared doubts and showed how the Bill will strengthen our party and country,” said Cde Tawanda Nhidza.

Party members were urged to turn out in large numbers for the Parliamentary public hearings on the Constitution Amendment Bill scheduled for 31 March 2026 at Tatazela Hall.
Party leaders also called for a strong turnout to demonstrate unity and to present a consolidated position in the face of opposition viewpoints.
“The success of our advocacy depends on unity and numbers. We call on all cadres to attend the hearings and to engage respectfully but firmly,” said Cde Khoza.

At the same meeting, District Coordinating Committee (DCC) chairman, Cde Abednigo Maphosa, provided an update on allocations from the Presidential Empowerment Fund for the district.
He said the fund has been used to extend loans to members to start small projects and that 75 beneficiaries are expected to repay their loans by the end of the month.
“We allocated funds to empower ordinary members so they can sustain their families and create jobs. Most beneficiaries are repaying on schedule and the funds are already stimulating local enterprise,” said Cde Maphosa.
He said that part of the fund was used to purchase two steers earmarked for a DCC project. Cde Maphosa said there was a remaining balance of approximately US$3 000 that would be sufficient to procure three or more additional head of livestock for communal initiatives.

Local councillor Ignatious Khabo was singled out for commendation after contributing transport and food, which enabled the consolidation of two planned meetings into a single, well-attended event.
“Councillor Khabo’s support saved resources and ensured that more people could attend,” Cde Maphosa said.
Also present were national committee member Cde Sikhangezile Ndlovu and central committee members Cdes Sithembiso Ndlovu and Irene Khuphe.
“Today’s meeting shows that we can move past disagreements and work together for the good of the constituency. Our focus must remain on development and on supporting initiatives that improve livelihoods,” Cllr Khabo.
