Zanu-PF crafting locally-focused economic plan

Zanu-PF’s Central Committee Report says the party’s department of economic affairs is drafting an economic blueprint which                                                 would form the basis of the revolutionary party’s manifesto for elections expected to be held by March next year.

“The economic blueprint will compare favourably against the MDC’s Juice election manifesto and win the hearts of the electorate resulting in a resounding victory for Zanu-PF in the forthcoming harmonised elections set for March 2013,” the report says.

Zanu-PF Vice-President and Second Secretary Cde Joice Mujuru recently said the party is drafting a policy that would be based on local resources and initiatives like the ongoing indigenisation and economic empowerment programme. She said the party does not view European nations and America as sustainable sources of resources as they are reeling from a debt crisis.

Speaking at the party’s economic cluster workshop held in Harare recently Cde Mujuru said: “We will facilitate an exponential growth of our economy. As Zanu-PF, we will not allow the development of a culture of economic dependency on other nations and we do not believe that countries that have failed to create jobs for their own citizens should be at the forefront of our economic growth process.”

The MDC-T’s plan broadly seeks to create conditions for western capital in an effort to boost the economy.  This, the plan envisions would create one million jobs in about five years.

Zanu-PF says in its Central Committee Report that it is working on ways to monitor its investments so as to improve its financial position.

“In order to revive the party’s financial position, the department (of economic affairs) would like to put forward a strategic business unit which will promote and house all the party’s investments, business interests and cash generated.  This will require the department to engage all provinces in a massive countrywide exercise to establish and account for all the party’s assets so as to restructure the party’s investment portfolio and generate increased revenue for the party,” the party.

On indigenisation, the report says economic empowerment must be part of national policy and be a permanent feature in the country.  Broad-based empowerment has the potential of creating a middle class, which traditionally drives economic growth of nations.

The report reads: “This means that economic empowerment should be a permanent policy and not something that people will only hear about towards elections.  Such clarity is critical to ensure that the programme is implemented with the aim of achieving broad-based economic empowerment which will go a long way towards creating a viable middle class.  The creation of a middle class is critical as the middle class normally provides a viable market for other products and services which in turn gives a positive multiplier effect on aggregate demand in the economy.”
