Zanu-PF Matabeleland South backs Constitutional Amendment Bill No 3

THE Zanu-PF Matabeleland South leadership has backed the Constitution of Zimbabwe Amendment Bill Number 3, 2026, saying changes that will be made under the new legislation will help to steer development, which has been recorded in the province under the Second Republic.

The party leadership joined party structures across all provinces on Sunday for a national address by senior leadership on the issue.

Party Secretary for Legal Affairs, Cde Ziyambi Ziyambi, unpacked the contents of the Bill during a nationwide virtual address to sensitise party leadership about the matter. This is in preparation for the 90-day public consultation process that will be conducted by Parliament.

The move follows the gazetting of the Constitutional Amendment No 3 Bill of 2026 mid-February, which will culminate in Parliament deliberating on the proposed draft law and its passage into law.

The Bill proposes a parliamentary process for the election of the President and seeks to replace the current five-year term with a seven-year tenure.

It also introduces a raft of legal reforms aimed at strengthening constitutional governance, clarifying institutional roles, promoting political stability and enhancing the efficiency of the State architecture.
Responding virtually after the unpacking of the Bill, Zanu-PF Matabeleland South chairman, Cde Mangaliso Ndlovu, said the province fully supports the call to amend the Constitution. He said the leadership will, from now on, go out and brief party structures on the proposed amendments.

“The Bill is an important part of our development as a nation, and it’s important that as the provincial leadership we know what is contained in the Bill,” he said.

“From here, we have a role to play to share the knowledge we have gained with others in our communities.

“The changes being brought by this Bill will help crush any attempts by detractors to stall development in our country,” said Cde Ndlovu, who is also Minister of Industry and Commerce.

“The development we have realised not only in this province but the entire country is unsettling our enemies. It’s their goal therefore to disturb this momentum.

“We shouldn’t allow such malicious activities to succeed in our country and we have a role to play to ensure that this Bill sails through.”

Zanu-PF Politburo member, Cde Richard Ndlovu, said it was pleasing that the resolution that was passed during the 2024 and 2025 Zanu-PF National People’s Conferences for President Mnangagwa’s term of office to be extended to 2030 had come to fruition. He said this resolution was made with a desire to see the nation develop beyond where it is today. Cde Ndlovu said Matabeleland South citizens can attest to the significant impact, which President Mnangagwa’s leadership has had on the province.

He said the province has benefitted from a number of projects across various sectors, and disrupting the leadership will just deter the progress.

Zanu-PF Matabeleland South Youth League chairperson, Cde Moses Langa, said the youth from the province were in full support of the proposed Constitutional Amendments.

“As a party, this is a resolution that we have been pushing during the 2024 and 2025 conferences. We are glad that Government has taken into consideration the resolution we made as a party,” he said.

“As youths from Matabeleland South, we have significantly benefitted from empowerment programmes that have been rolled out by Government under the leadership of President Mnangagwa.”
Zanu-PF Matabeleland South Women’s League chairlady, Cde Sindisiwe Nleya said the league is in full support of the Constitutional Amendment No. 3 Bill of 2026, in particular, the proposal to extend President Mnangagwa’s term by two years so that he steers the nation to the attainment of Vision 2030. — @DubeMatutu
