ZDF balances e-procurement, national security

THE Zimbabwe Defence Forces is implementing digital procurement systems as a way of enhancing transparency and efficiency, while remaining mindful of the national security threats that come with e-procurement, a senior official has said.

In his address during the closing ceremony of a four-day e-procurement seminar held in Mutare, Chief of Staff Support and Logistics Major General Augustine Chipwere, who was represented by Air Commodore Christine Makuvire, said e-procurement enhances efficiency and transparency.

“There are major takeaways from this seminar that we will present to the command element for their consideration and approval. E-procurement enhances efficiency and transparency. It also helps in doing away with the cumbersome and bureaucratic paperwork that has historically plagued manual systems.

“When we opened this seminar, our objective was to come up with actionable resolutions, and I am pleased to say that we have accomplished that with resounding success.

“There is, however, debate on how to balance digital systems in procurement with national security. This is an issue that requires further interrogation,” he said.

The theme of the seminar was: “Enhancing ZDF Proficiency and Accountability through E-Procurement Systems.”

The seminar brought together generals, air officers and other senior military personnel.

In an interview on the sidelines of the seminar, Zimbabwe Defence Forces Director-General (Logistics) Brigadier General Benjamine Sabata applauded the gathering as a major step towards the modernisation of military operations in the country.

“I think it is clear that the Zimbabwe Defence Forces is not being left behind by the global community in implementing measures that keep pace with transitioning operational models. The e-procurement system, no doubt, is a step in the right direction as it helps do away with the mistakes and inefficiencies associated with paperwork.

“It is also a welcome development in enhancing accountability and transparency,” he said.
