The Zimbabwe Land Commission has officially commissioned a new provincial office in Bindura, Mashonaland Central, marking a major step in the country’s push for a decentralised and people-centred land administration system.
The new office is expected to transform service delivery in the province by bringing key land-related services closer to the community.
Land owners who previously had to travel to Harare for assistance will now have access to services such as land dispute resolution, farm inspections, issuance of tenure documents and advisory support on land use within their locality.
Speaking at the commissioning of the office, ZLC chairperson Commissioner Tendai Bare said the development represents the Second Republic’s commitment to inclusive and transparent governance.
“Today, we are not merely opening a building, we are reinforcing our collective commitment to inclusive, transparent and people-focused land governance,” she said.
“This office will serve as a platform for engagement, a symbol of progress and a beacon of hope for the people of Mashonaland Central.”
Comm Bare commended the Government’s devolution agenda, noting that the establishment of the Bindura office aligns with broader efforts to empower provinces and improve public service delivery in line with Vision 2030.
“Establishing this office is a major milestone in our decentralisation journey and aligns perfectly with Vision 2030,” she said.
“Mashonaland Central is a region of strategic importance to the country, endowed with fertile soils and mineral wealth.
“From maize, tobacco and cotton farming to gold and chrome mining, this province plays a vital role in the national economy.
“Without clear and fair land administration systems, the region’s economic potential cannot be fully realised.”
She said the new office is not just a bureaucratic structure but a strategic investment aimed at unlocking productivity, resolving land conflicts and promoting sustainable land use.
All stakeholders, she said, must take ownership of the facility and contribute to its success. “Land governance is a shared responsibility. We cannot succeed without you,” she said.
“This is your office. Let us work together to protect the integrity of our land reform programme and ensure that land is used productively, especially in the face of climate change and demographic pressures.”
The commission’s mandate, outlined under Section 296 of the Constitution, is to ensure fairness, accountability and transparency in land administration.
Speaking at the same event, Permanent Secretary for Mashonaland Central Provincial Affairs and Devolution, Mr Timoth Maregere, praised the commission’s efforts to expand services to rural communities.
He said the Bindura office is part of a broader Government initiative to empower local institutions and make services more accessible under the national devolution policy.
“As the country works towards Vision 2030, the new Bindura office is set to play a crucial role in advancing equitable land reform and supporting rural development,” he said.
“We firmly believe that land is not just a means of production but also a source of identity, dignity and empowerment.
“For many Zimbabweans, access to land represents the cornerstone of economic opportunity and social security.”
