Today, our Reporter Debra Matabvu is coming to you live from the State House in Harare, where President Mnangagwa is set to preside over the launch of the National Development Strategy (NDS2).
NDS2, the country’s second five-year economic blueprint, will run from 2026 to 2030.
The blueprint is expected to consolidate the gains made under NDS1 and accelerate Zimbabwe’s journey towards Vision 2030.
Under NDS2, ten broad national priorities have been identified to drive development across all sectors.

Timelines to note
NDS2 builds on the stabilisation measures introduced under the Transitional Stabilisation Programme and advances the structural transformation agenda pursued through National Development Strategy 1.

Great achievements made under NDS1
The country registered significant successes on most projects during NDS 1, leveraging on domestic resources. Notable projects made under NDS 1 include:
Trabablas Interchange;
Robert Gabriel Mugabe International Airport Expansion;
Hwange Units 7 and 8, which added 700 megawatts to the national grid;
Extensive road rehabilitation under the Emergency Road Rehabilitation Programme I and II, covering both urban and rural areas;
Increased capacity utilisation in the manufacturing sector;
Increased agricultural productivity. Maize output and wheat production reached national self-sufficiency, while tobacco output rose to a record 355 million kilogrammes.
The national dairy herd target under NDS1 was surpassed — from a target of 30 000 cows by 2025, to 65 660 cows achieved.
NDS1’s initial housing target was 220 000 units by 2025 and reports suggest that the Government surpassed that target ahead of schedule. The target was then revised upwards to one million housing units.

The ten broad national priorities identified under NDS2 to drive development across all sectors include:
Macro-Economic Stability and Financial Sector Deepening;
Inclusive Economic Growth and Structural Transformation;
Infrastructural Development and Housing;
Agriculture, Food Security, Climate Resilience and Environmental Protection.
Science, Technology, Innovation, Digitalisation and Human Capital Development;
Job Creation, Youth Development, Creative Industry and Culture;
Social Development, Gender and Social Protection,
Regional Development and Inclusivity through Devolution and Decentralisation,
Image Building, International Relations and Trade;
Good Governance, Institution Building, Peace and Security

Vice President Dr Constantino Chiwenga and Finance, Economic Development and Investment Promotion Minister, Professor Mthuli Ncube, have arrived at the State House.
The NDS2 launch is being attended by Cabinet Ministers, senior Government officials, and diplomats.

President Mnangagwa steps in to lead Zimbabwe’s development future
President Mnangagwa has arrived at the State House, thereby signalling the commencement of a significant event that will culminate in the unveiling of Zimbabwe’s five-year development plan, the National Development Strategy (NDS2).
This plan is not only a blueprint for economic revitalization but also a crucial step in consolidating the successes achieved under NDS1.

As we gather to witness this historic moment, anticipation fills the air regarding the ten national priorities that will be announced today, setting the stage for sustainable growth and development across all sectors.

NDS 1 a strong foundation for NDS 2
In his remarks, Finance, Economic Development and Investment Promotion Minister, Professor Mthuli Ncube said the NDS 1 has laid a firm foundation for NDS 2.
“The NDS-1 mid-term review and the terminal evaluation confirm that we have made significant progress across all thematic areas, demonstrating resilience, improved governance, and improved momentum towards the attainment of Vision 2030,” he said.
“So the excellence of the NDS 1 has laid a firm foundation for NDS2.”

He said the formulation of the NDS 2 was done after extensive consultation.
