THE Zimbabwe Revenue Authority (Zimra), with the support of the United Nations Development Programme, is rolling out training with border agencies and the media to unpack the rules surrounding the full implementation of the African Continental Free Trade Area (AfCFTA).
The AfCFTA is an agreement signed by 54 heads of States from Africa with the view to stir trade and remove barriers to trade facilitation.
Border Authorities from over 22 agencies operating at the transformed Beitbridge border post are undergoing the two-day training.
Officially opening the training, Zimra’s acting regional manager for Beitbridge, Mrs Josephine Uta, said it would focus mainly on the AfCFTA rules of origin and border procedures to enhance trade facilitation.
“This historic agreement is more than just a pact- it’s a bold step towards economic integration and global competitiveness. As we implement the AfCFTA, we recognise the vital role that rules of origin and border procedures play in unlocking the continent’s economic potential,” she said.
“Rules of origin are the backbone of any free trade agreement and are fundamental to the success of the AfCFTA. They determine which products qualify for preferential treatment, ensuring that the benefits of this agreement are directed towards our member States.”
Mrs Uta said overly complex rules can stifle trade and create unnecessary obstacles.
She added that effective border procedures are crucial in ensuring the smooth movement of goods and reducing transit times.
Border infrastructure, customs procedures and the use of technology, she said, was very important in driving trade.
“The objective of this training is to clarify the AfCFTA rules of origin and their implications for traders, identify challenges and opportunities in border procedures, foster collaboration among governments, the private sector and stakeholders and develop practical solutions to enhance trade facilitation and economic integration,” said Mrs Uta.
