Zinara disburses over $300 million for road maintenance, rehabilitation

The Zimbabwe National Road Administration (Zinara) has disbursed over $300 million in road maintenance and rehabilitation funds since the commencement of the National Development Strategy 1 (NDS1), board chairperson Dr George Manyaya has revealed.

Dr Manyaya, during his representation at the Ministry of Transport and Infrastructural Development’s Eighth Session of the Line Minister’s Public Entities Corporate Governance Oversight meeting held at a Bulawayo hotel on Wednesday, said in 2025, as at September 30, the Administration has disbursed $238 million for road maintenance, while realising a revenue of $347 million, a seven percent increase from the revised budget.

A total of 26 814km of road works was completed this year alone, with 3,4 million litres of fuel being distributed to road authorities.

The meeting was attended by Minister Felix Mhona, board chairpersons and members as well as chief executive officers of all the parastatals under the purview of the Ministry.

Parastatals under the ministry’s purview include the Central Mechanical Engineering Department (CMED), Zimbabwe National Road Administration (Zinara), Traffic Safety Council of Zimbabwe (TSCZ), Airport Company of Zimbabwe (ACZ), National Handling Services (NHS), Civil Aviation Authority of Zimbabwe (CAAZ), and Air Zimbabwe.
“The Zimbabwe National Road Administration (ZINARA) has demonstrated significant and measurable progress in its mandate to manage the road fund, showcasing a corporate turnaround that aligns directly with the nation’s National Development Strategy 1 (NDS1). The period 2021-2025 has been marked by unprecedented financial growth, enhanced governance, strategic infrastructure investment, and a steadfast commitment to service delivery,” said Dr Manyaya.

Dr Manyaya said Zinara has managed to solidify its role as a reliable and strategic road fund, directly contributing to national economic development through road infrastructure projects.

He said they successfully co-financed major national projects with the Ministry of Finance and Economic Development, including the Harare-Beitbridge Roads, including high-impact project funding such as the SADC roads projects worth $219.9 million in 2024.
“We have also seen prudent debt management, reducing the DBSA loan from $165 million in 2020 to $23 million in 2025, having negotiated the interest rate down from 8.16 percent to five percent,” said Dr Manyaya.
