THE Zimbabwe National Road Administration (ZINARA) last year licensed about 827 000 vehicles countrywide as it continues to focus on licensing one million vehicles this year.
The road administration is using expanded blitz operations, enhanced tollgate enforcement and collaboration with local councils to ensure that it reaches its target.
This is part of a broader effort to increase compliance with vehicle licensing regulations and generate more revenue for road maintenance.
On Monday, Transport and Infrastructural Development Deputy Minister Joshua Sacco said he was encouraged by the bold goal ZINARA has set for this year.
“This is not just an operational target; it is a national challenge that speaks to compliance, service delivery, and system modernisation,” he said.
“With 827 000 vehicles licensed in 2024, you have already demonstrated what is possible. The multi-layered strategy you are employing, from licensing blitzes and tollgate enforcement to increased agent incentives and the use of digital platforms, is practical, inclusive, and well-aligned with the realities on the ground. I have no doubt that this milestone can be achieved.
“I would like to commend the ZINARA Board, ably led by the chairperson, Dr Manyaya, the chief executive officer Mr Nkosinathi Ncube, the executive and management, and all members of staff from your corporate offices to the men and women stationed at tollgates and licensing offices across the country. Your collective efforts have redefined what is possible in public sector reform. You have turned a corner, and the nation is watching with pride, and with expectation.”
Dr Manyaya said that licensing one million vehicles this year will not only increase revenue collected, but will improve compliance and ultimately improve the roads that they use.
“Let’s encourage each other and ensure that our vehicles are licensed,” he said.
