Cde Mangwana said disagreements were unavoidable considering that parties involved were coming from different backgrounds with different ideologies.
Another Copac co-chair Mr Edward Mkhosi (MDC) confirmed that they were facing challenges on how they should incorporate submissions made by political parties in the draft Constitution.

He said they had verified the first audited version of the draft and made few changes.
Mr Mkhosi said they will submit the audited draft to the management committee next week which should also have to interrogate the document.
If the management committee fails to agree on the contentious issues, they will refer the document to the principals.

“We have finished looking at the audited version of the draft Constitution which we are regarding as work in progress,” said Mr Mkhosi.
“We shall take the document to the management committee meeting next week, but we have not also agreed on a number of submissions that have come from political parties.

“We cannot incorporate everything because some of the submissions made by the parties may alter the character of the draft and that is inconsistent with what came from the people.”

MDC-T Copac co-chair Mr Douglas Mwonzora could not be reached for comment.
It is understood that parties in the inclusive Government were failing to agree on minor issues such as the use of words like “has” and “shall”.

For instance, the parties are disagreeing on the statement that “Zimbabwe has a flag”. Some parties are saying the statement should read: “Zimbabwe shall have a flag”.

The crafting of the new Constitution is lagging behind schedule, with some doubting if the country will have the new document in time for elections expected this year.

Sadc recently urged parties in the inclusive Government to speedily complete the new Constitution to pave way for general elections.
