Govt blamed for poor exam pass rate

THE poor public examinations pass rate is as a result of the failure by the Ministry of Education, Sport, Arts and Culture to craft a system of evaluating the educational process well before pupils write examinations, a veteran educationist said yesterday.

Commenting on the 2012 Zimbabwe School Examinations Council (Zimsec) Ordinary Level results yesterday, Zanu-PF Politburo member and national secretary for education, Dr Sikhanyiso Ndlovu, said the poor passes were a reflection of something missing within the education system.

The country recorded an 18,4 percent “O” Level pass rate down from last year’s 19,5 percent with 31 767 candidates out of 172 689 candidates passing at least five subjects.

“Examination results are not an event that can just be looked at from anywhere. The poor “O” Level pass rate for instance should not be measured in statistics alone. We should take stock of the broader picture of the education process and results are part of that,” said Dr Ndlovu.

Referendum date set

Government has set 16 March as the date for the referendum on the draft constitution, Constitutional and Parliamentary Affairs Minister Eric Matinenga announced yesterday.

“On my way from Mvurwi (in Mashonaland Central) I learnt that the Office of the President was looking for me,” he said.

“I was then advised through the Minister who stood in for me at that meeting that the principals wanted to convey to me that tentatively the referendum will be held on the 16th of March.”

He said the referendum was likely to be held over two days if principals in the inclusive Government accepted his proposal.

Minister Matinenga said two days would allow people to express their will.

“I am trying to gain audience with the powers that be and try to argue with them for a two-day referendum,” he said. “In 2000, it (the referendum) was two days. If we were so mechanised, then you could say one day is sufficient,” Minister Matinenga said.
