Cargo Carriers
All foreign and local cargo carriers are required to submit advance cargo manifests to Zimra not later than three hours before the arrival of the vehicle at the port of entry into Zimbabwe. Goods vehicles are means of transportation constructed or adapted for the conveyance of goods and have a carrying capacity of more than 10 tonnes or, where the vehicle has a carrying capacity of less than 10 tonnes but is drawing a trailer, a combined capacity of more than five tonnes.
Included in this category are light trucks (bakkies) that pull trailers. The carriers are currently required to submit their cargo manifest through an e-mail address specific to their port of entry. The e-mail addresses are listed below for your convenience.
Omnibuses
All foreign and cross-border omnibus operators are required to submit, in advance, passenger and cargo manifests to Zimra not later than three hours before the arrival of the vehicle at the port of entry into Zimbabwe.
An omnibus is a motor vehicle having a net mass of more than 2 300 kilogrammes and a carrying capacity of eight or more passengers. Kombis are also included in this category. The manifest must be submitted to Zimra through a dedicated e-mail address for each port of entry that will be used by the omnibus operator.
Aircraft
All aircraft flying to Zimbabwe should submit to Zimra advance passenger and cargo information before departure from the foreign airport.
The passenger lists and the cargo manifests must be submitted to Zimra through a dedicated e-mail address depending on the airport of entry.
Form 47
The advance passenger and cargo manifest system does not take away the obligation by passengers to properly declare their goods. Therefore, passengers on buses and aircraft will continue to make individual declarations by completing the declaration Form (Form 47) where they will itemise the goods they will be carrying and the values of such goods.
The e-mail addresses, the type of manifest and the port of entry for the conveyance are listed in the table below.
